Syed Firasat Shah

Syed Firasat Shah is a Geophysicist and has served as Chief Executive Officer of Balochistan Energy Company Limited since August 2020, which he has built from ground zero. Shah is an accomplished Senior Executive with over 35 years of experience in the oil and gas industry, a well-rounded professional of the energy sector, with an impressive track record of success.

Prior to heading up BECL, Shah completed a ten-year association with Pakistan Petroleum Limited (PPL) as Deputy Managing Director of Exploration and Business Development, having also served as General Manager Exploration of both Frontier Asset and South Asset and other key positions with the organisation.  He started his tenure at PPL in 2009, after working at various international locations for Schlumberger Western Geco, who he joined in 1996 following earning his Masters of Science degree in Earth Sciences from Old Dominion University in Virginia, U.S.A.   He has also completed a Project Management Certification from The University of Edinburgh School of Business.

Prior to his time studying at Old Dominion, Shah worked at Oil and Gas Development Company Limited (OGDCL) in Islamabad following his graduation from Quaid -e-Azam University, Islamabad with a Master's of Science degree in Geophysics.

Shah has also been selected to serve on the Board of Governors of Hydrocarbon Development Institute of Pakistan (HDIP), as well serving as a Director on the Board of Balochistan Mineral Exploration Company and as a Director and Secretary of the Balochistan Power Development Board.  He is also President- South Zone of the Petroleum Club of Pakistan.

In addition to authoring and co-authoring numerous technical papers on various topics of the geosciences, he has taught masters students in geophysics at Bahria University- Karachi.  Moreover, he has authored and published books on a variety of topics including personal development and leadership in English and Urdu.

Saleh Mohammad Baloch joined BECL's Board of Directors as Chairman on May 11, 2021. He is a member of the Board Procurement and Nomination & HR committees.

He is currently serving as Secretary, Energy Department with the Government of Balochistan since May 2021.

Baloch has served the Government of Balochistan since 1997 on important positions in various departments, including Secretary for Public Health Engineering, Transport and Mines & Minerals Development departments. He was also posted as Project Director Gwadar-Lasbela Livelihoods Support Project between 2013 and 2016. Earlier, he was Director General Social Welfare as well as Additional Secretary (Administration), Government of Balochistan.

He has managed significant assignments during his service, including implementing internal security of civil secretariat. monitoring of higher education, allotment of houses and budgetary allocation, dealing with planning and budgetary allocation of Balochistan Civil Secretariat & Services, establishment of community-based organizations, preparation of community development micro plans and environmental impact assessment of development projects.

Baloch obtained a bachelor’s degree in Business Administration from University of Central Oklahoma, USA in 1993. He also earned a bachelor’s degree in Commerce from University of Balochistan in 1989.

He has attended several training programmes at home and abroad on key development issues, including macroeconomic development at China, financial management for developing countries at Thailand, strategic rural development at Cambodia and boulder microfinance training at Italy.
